Programmes should be organised without affecting teaching, examinations or extra-curricular activities. A full day should not be set apart for celebrations and large sums should not be collected for celebrations, it said.

The circular said that attention should be paid that the celebrations like Onam do not breach school discipline. There were reports that the healthy atmosphere in schools was being marred by celebrations. Extravagance should be avoided.

Uniforms should be mandatory for students attending the celebrations. If any programme needing make-up is being presented, advance permission from Principal will be mandatory.

The Principal should ensure complete control and supervision of the programmes by teachers. Presence of representatives of Parent Teachers Association/School Management Committee should be ensured.

Update: The circular, issued on Thursday, was withdrawn on Friday on a directive from Education Minister C. Ravindranath.
